Install another intrument landing system (ILS) for the Airport
Eastern approach (from the Sea)

Note: ILS equipment is installed in all instrument landing capable aircraft today.
Anyone looking at the current ANEF 2025 map can see the effect of the ILS approach over Raymond Terrace (see image below).

As the Defence supplied Transparent Noise Information Package (TNIP) lists the only JSF track over Raymond Terrace as a ILS track, (Departure tracks are over the Dam and then North) obviously any reduction in these flights will have a great impact on the noise and therefore ANEF contours over Raymond Terrace.   As Defence has advised that 70% of these proposed flights will be training and if training was structure so that the prevailing winds allowed ILS training flights to come in over the sea, then the installation of a ILS system to make this happen could all by itself reduce the JSF noise by at least 70% for just a few million dollars investment by the Defence Department. The system would be also relatively simple to implement/install.  The only JSF flights we would then have over Raymond Terrace is in very poor weather (forcing the aircraft (if they are flying) to use the ILS to land) and the prevailing winds are from the East.  This is a fantastic result for the amount of effort and investment.

Move some Hawk (the next loudest aircraft) and other Aircraft tracks to JSF Departure/Arrival tracks (over the Dam) or over Kings Hill.    This would be relatively easy to implement and have a immediate effect on the ANEF contours over Raymond Terrace.

These two options alone could greatly reduce the ANEF contours over Raymond Terrace without the vast cost and complexity of extending the runway.

Implement a Microwave Landing system or GPS base Landing system.

This is a great idea, but further investigation would be required to gauge if it is possible for these systems to be installed into all instrument landing capable aircraft.  This option should not be thrown out though, as it may be our savior in the future.
